Bond – Blackley – Smeltzer
The Bond – Blackley – Smeltzer Endowed Scholarship was established in 2025 and is the result of donations given to the Chahta Foundation by Dave Smeltzer and the Smeltzer Family to honor the strength of his grandmother and family matriarch, Rebecca Ann (Bond) Blackley – an original enrollee on the Dawes Rolls- and her four daughters: Rebecca, Marian, Virginia, and Naomi. This competitive scholarship is to be awarded to Choctaw Nation of Oklahoma students who are graduating high school at the time of application and are pursuing a bachelor’s degree at an accredited 4-year institution in Oklahoma. The Bond – Blackley – Smeltzer Scholarship is a $1,000 scholarship renewable annually for up to four years provided the recipient meets the scholarship requirements. This scholarship is awarded at $500 per Fall and Spring semester while the recipient is attending an accredited 4-year program institution within the state of Oklahoma. The scholarship will be paid directly to the accredited institution and covers qualified education expenses such as tuition, fees, and course-related expenses such as books, supplies, and equipment should the recipient meet the following requirements.

Applicant requirements
- Minimum 3.0 GPA
- Maintain status as a full-time student as determined by the institution
